Creative Crime Strategy - Charles L Ryan's way of Investigating the agency

The Creative Crime Strategy - A whistleblower’s memo revealed a strategy called creative crimes committed by state employees. The methodology used to set up such employees is very simple if you know the ropes of how to conduct an effective investigation. Instead of seeking innocence the strategy calls for steps to seek out crimes even if they have to be created. Then it seeks to offer the employee two alternatives –face prosecution or resign your position.

The agency has been exposed to commit made-up crimes. Crimes made up for political reasons and circumventing the personnel rules to streamline an outcome that puts them firmly in charge and having the kind of leverage that could impose a significant sanction or sentence if pursued or challenged. Fake charges on innocent employees unsuspected they are being played or victimized has made it to the top of the list on “how to get rid of unwanted people” in the agency.

The strategy is not new nor unique. Law enforcers and prosecuting attorneys have used the tactics for decades to secure positive and frequent convictions through plea bargains or effectively stacking the charges to assure themselves of a conviction. This crime creation strategy is like a sting operation or entrapment situation with the victim not knowingly aware they are being set up.

The steps are easy. First you create a fake crime and seek out a victim (politically incorrect individual) . Then you swear out a complaint and begin or launch an investigation internally to establish suspects or perpetrator(s). Then the investigator finds reasonable doubt to issue out search warrants or other court ordered documents to strengthen the case and make the crime look real and felonious in nature.

Some add witnesses and rely on false statements without polygraphs to link their statements to the fake crime. Some will plant or fabricate false evidence or collect biased statements from others unsuspected their comments are being used to “burn” someone they may work with or know of as the lies perpetuate a “poisoned well” attitude and biased opinions formulate exponentially.

Some people will lie for promotions or other promised things others do it for vengeance. The fact remain this is a miscarriage of justice and puts investigators on the spot to perform fake criminal investigations without the knowledge they have been “created” by the administration for a pay back or vindictive reason.

Investigators, many are POST certified act in good faith and pursue information relayed [on purpose] to guide them to the desired spot of interest and focus on these findings rather than keeping an open mind. Some closed door consultations and the investigation is completed. I don't blame the investigators for being played but I worry that some are in collusion with administrative decision makers to enhance their own careers.
